We on the Board of the Niagara Jazz Festival send our deepest condolences to the family and close friends of Carlos. For five years we worked closely with Carlos on a monthly and often more frequent basis. Through the highs or the lows of the many moving parts of a multifaceted festival, Carlos was a steady, thoughtful voice.
We could rely on Carlos to reinforce the proper rules of order, and to inject advice from his years of business and political experience. He was a strong advocate for cultural vibrancy in our St Catharines and Niagara community. He was a determined participant in finding solutions... which sometimes required an extended breakfast meeting at Rosie's! Above all, Carlos was a kind man of integrity and good intentions.

I met Carlos for the first time in 2004 in a standing room only meeting regarding the tower development. He inspired my interest in Port and its preservation as a Heritage District. We sat together through 52 days of hearings in front of the OMB so I learned to know him well. When he entered politics I took his place at the Conservancy. Carlos worked extremely hard as a Councilor and was always available for everyone without favour. I don't know how he did it all. His passion and love for the Port Dalhousie Community and the Heritage District will be his lasting legacy. He was honest, hospitable, compassionate and in a word an honourable gentlemen.
We will sorely miss him, his smile and friendly demeaner, the Port Community will sorely miss his advocacy and the entire city will be the poorer for his absence.
Thank-you Pauline for sharing him with us which I am sure was difficult at times. We can only honour his legacy by aspiring to be more like him, it would certainly make our world a better place. He gets to rest now but we have work to do if we are going to honour his legacy and keep his vision alive. We can only hope to fill his shoes.

ON BEHALF OF THE PORT DALHOUSIE BEAUTIFICATION AND WORKS COMMITTEE, WE EXPRESS OUR COLLECTIVE SHOCK AND SORROW AT CARLOS’S SUDDEN PASSING. WE GIVE OUR SINCERE CONDOLENCES TO PAULINE AND HIS FAMILY.
MY WIFE SANDY AND I WERE FIRST AQUAINTED WITH CARLOS ABOUT 20 YEARS AGO WHEN WE MOVED TO PORT.
HE WAS, THEN, A DRIVING FORCE, ALWAYS PUSHING FOR THE PRESERVATION OF THE UNIQUE HERITAGE VILLIAGE THAT PORT CLEARLY WAS.
AS TIME EVOLVED, AND CARLOS WAS ELECTED TO COUNCIL, AND, AS THE BWC BECAME MORE ESTABLISHED, I WAS HONORED TO BECOME ITS CHAIRMAN. THIS BROUGHT THE BWC AND CITY CLOSER THROUGH HIS SUPPORT OF THE BWC’S AIMS AND OBJECTIVES.
HE WAS ALWAYS VISIBLE, ACCESSIBLE AND AVAILABLE WHEN NEEDED, COACHING AND ADVISING US ON HOW TO GET THINGS DONE.
ONE OF CARLOS ‘S MANY LEGACIES, IS, SURELY, THAT THROUGH HIS EFFORTS, HE LEAVES PORT DALHOUSIE A FAR, FAR, BETTER PLACE TODAY.
HE WILL BE SADLY MISSED.

Please accept Marilyn & my deepest condolences on the loss of Carlos. We are both shocked and deeply saddened.
It was Carlos who persuaded me to move to Port Dalhousie about twenty years ago. I am eternally grateful for his advice, encouragement, compassion and commitment. I am most grateful to have had his friendship.

The City of St. Catharines lost a dedicated, loyal, smart and passionate leader. I had the privilege of serving on the First Ontario Arts Centre Board with Carlos for six years. Carlos was a great example of an authentic and honest leader. He was always himself. He was never scared to ask a question and his secured sense of self is what I enjoyed most about him. He had such a beautiful and elegant way to compliment someone. I was lucky enough to be on the receiving end of some of those. When Carlos complimented you, it truly felt like he meant it. Carlos you will be missed my friend. Pauline I am sending you and your family much love and strength. May you find comfort in knowing that Carlos helped so many people in our community.
